The project will be implemented by the Malawi Institute of Education (MIE). The Institute is a government sub-vented parastatal organisation established by Order, Government Notice No. 60, 1979 under Education Act (CAP.30.01).It became operational in April, 1982.

The Institute fulfils a social function of ensuring that education in Malawi is of high quality.The mandate of MIE is to contribute to the improvement of the quality of education in Malawi by; first, undertaking, encouraging and coordinating curriculum development, evaluation and research; secondly, assisting with the training of teachers; thirdly, providing continuing professional development for teachers and other education personnel; and, finally, arranging for the production and publication of teaching and learning materials.Its mission statement is to design, develop, monitor and evaluate the national school and primary teacher training education curricula and provide continuing professional development for education personnel in order to ensure that the education provided in Malawi responds to the current and future needs of the society.The organisation has undertaken a number of similar projects in the past. Some of the projects are ongoing. The projects include the ongoing In-school Life Skills Education Project (Primary); Life Skills, Sexual and Reproductive Health Education Project (Secondary); Human Rights Education and Democracy (targeting primary school head teachers and teachers); and Citizenship Education Project (that used to target the secondary education sector).The Institute has expertise in a number of areas – it has curriculum specialists, researchers, evaluators of educational programmes, trainers of education and other personnel.
