The grant project will be implemented by the Associação Nacional dos Surdos de Angola (ANSA), established in 1999 and formally recognised by the government in 2006.

95% of the leadership of the organisation is comprised of deaf people. ANSA promotes, and defends, the rights of the deaf, and their integration in society, as guaranteed by their rights. ANSA has a membership of near 2300 people, 800 of which are women living in Angola.

The organisation works closely with the Ministry of Education and the Angolan Federation of People with Disabilities.

The 'Right to Citizenship' campaign will be implemented by National Counselling Centre (NCC), an Angolan non-governmental organisation established in 2000 with the mission of promoting community empowerment, democracy and human rights.

The NCC has been implementing a number of projects on citizenship education, human rights and elections, legal assistance and assistance to victims of war and violence.

Financial relations between China and Angola grew in late 2003, when a framework agreement for new economic and commercial co-operation was formally signed by the Angolan Ministry of Finance and the Chinese Ministry of Trade. Chinese financial assistance to Angola is reserved for key public investment projects in infrastructure, telecommunications, and agro-businesses under the Angolan government’s national reconstruction programme. The China Construction Bank (CCB) and the Export-Import Bank of China (EximBank) provided the first funding for infrastructure development in 2002.
