This project seeks to allow Twana Twangola to advocate for the revival of the Angolan Early Childhood Education and Development (ECDE) policy development process and subsequent adoption of the policy by bringing together key stakeholders throughout the country. The project will build on already existing draft policy document, currently being coordinated by the Child´s National Council (CNC) under the direct supervision of the President´s office.

This project seeks to allow Twana Twangola to advocate for the revival of the Angolan Early Childhood Education and Development (ECDE) policy development process and subsequent adoption of the policy by bringing together key stakeholders throughout the country. The project will build on already existing draft policy document, currently being coordinated by the Child´s National Council (CNC) under the direct supervision of the President´s office. Given the slow speed at which the process is moving, Twana Twangola will ensure that advocacy efforts are aimed at putting in place a national policy which shall include provision for accessible and quality ECDE services for all 0 -5 children. 

While the Angolan constitution provides for free and compulsory education from 6 – 11 years of age (from grade 1 – 6th), there are no legal or policy provisions to ensure education for 0 -5 years old children. As result most children, particularly those from marginalised groups and under privileged communities and families do not access education at an early stage of their childhood. Official figures indicated only 3.5% of children 3-5 yeas access any type of early childhood care and education programmes or services throughout the country.
 
This project therefore, will address this gap by strengthening advocacy for the adoption of the ECDE policy through round tables, policy meetings, among other activities which include working with decision makers from relevant ministries and civil society leaders to lead and support ECDE campaign, raise public awareness on the importance of ECD and establish and strengthen a national movement of ECDE cadres that advocates for increased support to ECDE interventions in Angola.
 
This project will also implement provincial roundtables meetings of education stakeholders and media to discuss the draft policy document and mobilise support, policy meetings with the Child´s National Council (CNC), engaging the Parliament´s education and human rights committee for political pressure and support, and facilitating  networking and meetings between institutions working for the promotion and protection of children´s rights of different provinces, engaging ECDE regional platforms for  learning and experience sharing.
